The Storm Crow is a Wizard hat that unites two effects: it boosts the damage of your Lightning skills and additionally has a chance to hurl a fiery ball when you attack. So you get a reliable damage bonus for one specific element on the one hand, and a playful random effect on top that deals extra Fire damage on the side.

For serious builds the real value clearly lies in the Lightning damage bonus, while the fiery ball is more of a nice ornament. Tip: use the hat in a Lightning-focused Wizard build so the percentage bonus applies fully - in a Fire or Arcane build you give away its main advantage. As a transitional piece while levelling or in casual speed setups, the Storm Crow offers solid stats before you swap it for a specialized set hat.
