This two-handed flail is tailored to the Crusader and his Bombardment skill: it enormously raises its damage and at the same time doubles the number of impacts. That turns an already area-covering ability into a devastating barrage that buries entire enemy groups beneath it.

Because more impacts also mean more chances for additional effects and hits, the weapon is ideal for Bombardment-centric builds focused on area damage in Greater Rifts and dense fights. My tip: play close to large mob packs and use cooldown reduction so you can trigger Bombardment as often as possible. That way the doubled impacts overlap and maximize the explosive total damage.
