Pool of the item type from the game files, version 2.8.0. Skill damage bonuses only carry weight for their class. All properties of this slot

Passed down among the executioners of the Justinian dynasty, this flail was lost during the chaos of the Cartolus Insurrection. Peasants stormed the palace, grabbing anything they could find, and killing the more oppressive members of the royal retinue. It didn't take them long to find the executioners.

Justinian's Mercy

This flail permanently grants Blessed Hammer the effect of the Dominion rune without you having to select that rune yourself. That frees up your rune choice for a different rune while the desired version of the hammer is kept automatically.

For the Crusader this opens intriguing room for theorycrafting: you combine the built-in rune with a second, freely chosen orientation of your hammer build, gaining extra flexibility or damage. The weapon is thus a classic enabler item for Blessed Hammer concepts. Practical tip: deliberately pick a different rune in the skill panel, since the weapon's rune is guaranteed anyway, and use that freed-up room to slot in a complementary effect for your build.

What Dominion does

The granted rune has a clear-cut effect: the hammer keeps orbiting you even while you move. Blessed Hammer itself costs 10 Wrath and deals 320% weapon damage as Holy to every enemy hit. The flail does not change the damage - it simply lets you keep Dominion's movement benefit while your rune slot holds something else.

The four runes for the free slot

  • Limitless doubles the damage to 640% weapon damage as Holy and grows the area of effect by 20 yards.
  • Brute Force slows enemies it passes through and has a 35% chance to explode for 460% Physical damage, stunning for 1 second.
  • Burning Wrath has a 25% chance to leave scorched ground dealing 330% Fire damage per second.
  • Thunderstruck arcs lightning between you and the hammer for 60% Lightning damage.

Which one fits depends on the element of the rest of your gear: Limitless stays Holy, while the other three lean on Fire, Lightning or Physical damage.

Stats and the flail's trail

The one-handed flail has a socket built in and rolls added damage in one of seven damage types. According to the flavor text, the executioners of the Justinian dynasty passed this flail down among themselves until it was lost in the chaos of the Cartolus Insurrection. Peasants stormed the palace, killed the most oppressive members of the retinue - and soon found the executioners.
