The Flavor of Time doubles the duration of pylon effects, and this benefit even radiates out to your teammates. Especially in Greater Rifts, where pylons like Shield, Speed or Power decide victory and defeat, the amulet considerably extends these powerful phases and multiplies their use.
Since it offers general cooldown reduction and movement speed rather than class-specific effects, the amulet is universally usable and especially valuable in fast push and speed runs. My tip: deliberately plan your biggest damage windows around active pylons, because with the doubled duration you have noticeably more time to exploit them. In groups the whole team benefits from the aura, which is why the amulet earns a firm place there on a suitable member.
