Pool of the item type from the game files, version 2.8.0. Skill damage bonuses only carry weight for their class. All properties of this slot
This item of royal regalia is as much mace as scepter, and at the height of his madness, King Leoric was known to evince his displeasure by pummeling courtiers, servants, and even foreign dignitaries with the weighty rod.
Poison Nova After Ten Kills
This mace tallies your kills and, after every ten enemies slain, unleashes a wide poison nova that strikes everything around you. The more you kill, the more regularly these detonations fire - a damage boost that feeds seamlessly off your normal flow of play.
Because the effect is tied purely to kills, the mace works across classes and shines especially in dense crowds where fast kills keep retriggering the nova. Tip: Bring the weapon against large trash packs and focus on dropping many weak enemies quickly - the chain reaction of kill, nova, and more kills clears entire screens almost on its own.
Reach and strength of the nova
The Poison Nova hits every enemy within 30 yards - a large area that reaches well beyond your immediate surroundings. Its damage rolls between 1,050–1,400% weapon damage as Poison. Since it is expressed as weapon damage, it depends directly on your weapon: the stronger it is, the harder the nova hits. A primal Mad Monarch's Scepter always rolls the full 1400%.
Against single bosses, on the other hand, the nova rarely fires, because the ten kills that trigger it are missing.
The scepter's fixed stats
On top of base values of 316-585 damage at 1.20 attacks per second come two fixed properties: +(981–1,199)–(1,175–1,490) Damage as weapon damage and +6–10% Damage. A random primary attribute at 626–750 joins them - Strength, Dexterity or Intelligence to match your class. Your follower can carry the scepter as well.
Leoric's cudgel
According to the flavor text, the scepter was part of the royal regalia and is as much mace as scepter. At the height of his madness, King Leoric used it to pummel courtiers, servants and even foreign dignitaries.
