This staff turns Meteor back into a true main skill for the Wizard: it slashes the Arcane Power cost while clearly raising the impact's damage. Together those two effects solve the biggest issue with Meteor builds, namely that the expensive skill drains your resource far too quickly.

With reduced cost you can rain meteors at a much higher rate, working against dense packs and single targets alike. My tip: pair the staff with effects that regenerate or refund Arcane Power so you can fire almost nonstop, letting the damage bonus push your build's overall output noticeably higher.
