A reward for channeling
Taeguk is a legendary gem that rewards you for sustained channeling: every time you spend resources on a channeled skill, your damage rises briefly, and this effect stacks multiple times. Keep the channel running uninterrupted and you build the stacks to maximum and retain them as long as you do not break off.
That makes the gem tailor-made for builds around persistent channels like channeled beams or whirls, where you already drain a resource continuously. My tip: be careful not to let your channel lapse, because the stacks decay over time and must be laboriously rebuilt. So play fluidly and position yourself so you can keep channeling even while moving, in order to hold the bonus constantly at its maximum.
The numbers in the power text
Each stack grants 2.00% increased damage and lasts 1.5 seconds, up to 10 stacks, so ten times that at full charge. The effect triggers only when you spend resource on a channeled skill; skills with a one-off cost that are not channeled build no stacks. The short 1.5 second duration explains why breaking the channel costs you the stacks so quickly.
Which skills feed the gem
What matters is that the skill keeps consuming resource while you channel. The Demon Hunter's Rapid Fire is one example: it costs Hatred to start and then more Hatred continuously while channeling. The power is not tied to a class, so any class with a channeled skill can use it. Like every legendary gem, it goes into a ring or amulet socket.
High Priest Baek
The flavor text quotes High Priest Baek: given enough resources, one is possessed of an absolute and infinite potentiality. A fitting motto for a gem that turns resource spending into damage.
