According to the power text, every equipped legendary item grants 3.75% more damage and 2% less damage taken. The bonus is built slot by slot - and every slot holding a non-legendary item costs you exactly that share. Worth noting: the power does not care how strong each item's own legendary power is. A legendary piece you wear purely for its stats counts in full.
